at in order to protect the visitors and insure their comfort, and convenience, it is necessary to have certain regulations of hotel management and transportation facilities. It has found it impossible to hold many individual concerns responsible for the enforcement of these regulations, so it has adopted the policy of granting concessions to one large company equipped to render the service required. Such a concern conducts its business under government jurisdiction, and is required to abide by the government regulations.
