e House of Lords in transmitting the enclosed resolutions. In communicating these resolutions, whilst I obey their lordships' orders, I cannot but feel most highly gratified by the opportunity which the discharge of this duty affords me of expressing to a person to whom the country is so deeply indebted the personal interest and veneration with which I have the honour to be, &c.
