Born in Ireland. Emigrated to Pennsylvania, and commanded a troop of mounted militia in the French and Indian campaigns. In 1776 appointed a brigadier-general by Congress, and sent to Canada with reinforcements for General John Thomas. In 1878 served on the Ontario Boundary Commission. In 1881 appointed ambassador to St. Petersburg; and to Turkey in 1884; retired from the diplomatic service, 1887; made a G. C.
