Paragraph 451 of the Consular Regulations of 1896 is hereby amended by the addition of the following: No consular officer shall accept an appointment to office from any foreign state as administrator, guardian or any other fiduciary capacity for the settlement or conservation of the estate of deceased persons, or of their heirs or of other persons under legal disabilities, without having been previously authorized by the Secretary of State to do so.
