[5] Qualifying under the "solvent tenant test," (which was generally adopted by the Conservative barristers,) the claimant was obliged to swear and to prove that "he could obtain from a good and solvent tenant a clear yearly rent of ten pounds over and above what he paid himself," while the freeholder, qualifying under "the beneficial interest test," (which was acted on by the Whig and Radical barristers,) had only to prove that the crops and produce raised on his land by his own labour, yielded him a surplus of ten pounds over and above the amount of his rent. [6] In England, the right to vote is given to tenants at will paying L50 rent; it was proposed to grant it to those in Ireland who paid L30 rent.
