Appointed suffragan bishop of Montreal, 1836, as coadjutor to Dr. C. J. Stewart, bishop of Quebec; and in 1850 bishop of Quebec. Through the friendship of William Pitt, appointed in 1793 first Anglican bishop of Quebec. During his administration the number of clergy increased from nine to sixty-one.
